Holiday Threats A Boon To Someone?

Because Al-Quaeda operatives were short on funds? (Not!) Yes, the current threats are psychological warfare techniques.
Yes, the imminent series of serious attacks will:
1) distract from the faltering Bush economy, with stubborn widespread unemployment,
2) stir up support for more police-state measures such as Patriot Act II, and,
3) create momentum for the Bush Presidential Reelection Campaign to paint "glorious leader" as the only one tough enough to lead the counterattack, since Democratic candidate Dean will be painted as weak and anti-war.
Could the timing of these attacks serve domestic U.S. politics to the benefit of White House incumbent George W. Bush? Why would Al-Quaeda do that? [This is a rhetorical question.]
