 Well that fellow certainly needs to take some tranquilizers. He is a  little excited.

 

1. Under the parliamentary system a PM is far more powerful than a  President and has long as he has a majority govt he can do as he  pleases,This means he has the majority of representatives in the House  of Commons.However Mr Harper does not and was forced by three other  parties to back down on his proposed budget plans.The other parties  decided to get together and oust him .

 

 Now - we had an election in October- to force an election on the  public again would be political suicide by the leader of the largest  political opposition party- Liberal party.The public would throw them  out on their ear and give the Conservative party a majority govt.

 

 So they were trying a little technical scam to force the Conservatives  out of office.The Governor General could accept their coalition but  instead took the advise of the PM and recessed Parliament-Normally a  GG does what a PM wants -only in rare occasions will this not happen- Once in 1926 in Canada and once in Australia circa 1976. Coalition  govt have existed in Canada but under very difficult times- ie WWI

 

 The PM has acknowledged that his government will have to change its  plans on the budget and take into account some of the suggestions of  the other parties.If the budget is not passed in the House in January  then by tradition the loss of a major monetary legislation requires  than an election be held.Current opinion polls show that Canadians do  not want an election any time soon so all parties will need to work  together- the GG will not allow a coalition govt to form.

 

The head of the Liberal party has resigned - he was scheduled to  resign in the spring but is being forced out by his caucus because he  is an idiot. It is being noted that many Liberal members did not want  an election or to be part of a coalition govt.

   

 Regarding the military build up-

 

 1,. As a along serving member of the Army reserve I can tell you  there is no military build up- we are on X-mas stand down now.What  your friend out west is most likely speaking about is the preparations  for

 

 1.Next battle group to go to Afghanistan- you Americans forget that  you actually have some countries fighting along side you.

 2. Preparations for the Winter Olympics- the military has been given a  roll in in local support and security- however the main control of  security is under local law enforcement. There are no provisions under  the National Defense Act that permits military personnel to act as  policemen.We can assist in domestic operations but require to have  police deal with all law and order issues.

 

 To order a national mobilization would require and act of  Parliament- it is no longer possible for a PM to invoke the War  Measures Act- last time done in 1970 because of something called the  FLQ crisis in Quebec. Military deployed to help local law  enforcement.The local police did all the arrests and detentions.  Suspension of civil liberties across the country- but outside of  Quebec no use of these powers were taken by other provincial  governments.In the 1980s the strength of this act was watered down to  the point were it is not an effective measure.

  Regarding cross boarder issues- in the past CDN forces or US military  have gone over the boarder to assist in things like forest fires,  after Hurricane Katrina the Royal Canadian Navy deployed three ships  to Louisiana to assist. Also just because a govt signs an agreement  does not mean that it will survive under the next administration - so  if we had an election or the GG forced the Conservatives out of  government because of some strange bill she would not sign into law an  new govt would drop it. Also remember Canadians have never forgotten  American Manifest Destiny.The last time it raised its ugly head was  under Teddy Roosevelt in 1905. So we are very conscious and careful of  all dealings with US governments.

 

 As I understand in your country a President can sign what ever  international agreement he wants but must have it approve by the  Congress- W Wilson and the Treaty of Versialle1919. So how can Obama  sign this secret deal even with all the Democrats in Congress - these  guys in Congress can't agree on the type of toilet paper they want in  the washrooms!!

 

Also remember the US military is stretched to the breaking point  because of oversea operations- you have a heavily armed civilian  population- how would any dictator take control???

 

In our country the military is 1/10th the size and also heavily  engaged in oversea ops. Our civilian population is not heavily armed-  before you say anything about that - remember we have never needed to  have our civilian population heavily armed.

 

 Mexico- is too disorganized/corrupt in its Federal system to  contribute to a well planned /organized coup.

 

 Just the logistics of trying to do something as what is suggested is  fanciful. No I think we will still be here for a while under our Maple  Leaf and you will still be under the Stars and Strips - even though  you prefer the Lone Star.

 Is any of this actually going on in Canada? Please confirm or put this "story" out of my misery!

 There is at least one mistake in the text. Biden said Obama would be tested within 6 months, not on a specific day in January - a few days after being sworn in.
